Is a Corgi HDB-Approved in Singapore? Rules, Size & Reality Check
3 Oct 2026 8 min read
No — a Pembroke Welsh Corgi is not HDB-approved. What HDB and the Animals Rules Schedule say, adult size, daily exercise, and smaller dogs we stock.
The short answer
No. A Pembroke Welsh Corgi is not HDB-approved in Singapore. If you searched corgi hdb approved, is corgi hdb approved or is corgi allowed in hdb, the practical answer is the same: an HDB flat may keep one dog of an approved breed, and the Pembroke Welsh Corgi is not on that list. How to get corgi hdb approved is not a form you file after you have already chosen the puppy.
This guide stays on that question: what HDB publishes, where Corgis sit against breeds that are named, what adult size and exercise look like, and when we would rather show you a smaller dog we stock. The wider shortlist is the HDB puppy breeds guide. Prices are in the Corgi price guide. If your home can legally keep one, the next step is the Pembroke Welsh Corgi page.
Furgive You SG is an AVS-licensed boutique puppy shop (Licence AS24C00019) at 278 East Coast Road, Singapore 428944, Tuesday to Sunday, 12pm–6pm, by appointment. We import; we do not breed locally.
What HDB actually allows
Use HDB’s Keeping Pets page, not a forum. HDB’s published position is that dog owners must license the dog with NParks’ Animal & Veterinary Service (AVS). You need not seek HDB’s approval to keep a dog as long as it is of an approved breed, and you may keep only one dog from the list of approved breeds in the flat. Flat owners who breach that regulation can be fined up to $4,000.
The list sits in the Housing and Development (Animals) Rules 2024. A residential HDB lessee may keep one dog, and that dog has to be an “applicable dog”, aside from a narrow assistance-dog category for an eligible handler registered with the Ministry of Social and Family Development. An applicable dog is a breed named in the Schedule, or a dog adopted from an animal welfare organisation under a rehoming scheme HDB specifies on its own website. The Rules also say that a lessee who wants to keep a dog that is not an applicable dog must get the Board’s prior written permission.
That line is where bad advice starts. It is not a public “add my Corgi” form, and HDB’s pets page does not describe one. We will not sell a puppy on the hope that permission arrives later. In an HDB flat, treat a non-listed breed as not allowed. Do not collect the dog and sort the paperwork afterwards.
Condos and landed homes sit outside that flat list, but they are not “anything goes”. Read the MCST by-laws on weight, lifts and common property. Tell us the estate before we talk about a Corgi.
Where Pembroke Welsh Corgis sit vs approved small breeds
The Schedule is a named list, not a weight test. It sets out 61 breeds or breed descriptions, then item 62: a cross of any two breeds in items 1 to 61. Pembroke Welsh Corgi is not there. Cardigan Welsh Corgi is not there either. Welsh Terrier is (item 60). The word “Welsh” does not move a Corgi onto the list. Japanese Spitz is named (item 29). That is why our Japanese Spitz page belongs in a different conversation. The page still tells you to re-check HDB and AVS, which is right, because lists can change. As of the Schedule used for this article, the name is on it.
Maltipoos are not a named breed. Maltese is item 33 and Poodle (Toy or Miniature) is item 42, so item 62 can cover a Maltese × Toy or Miniature Poodle only when the papers show those parents. Our HDB breeds guide says “may”, not “always”. A Standard Poodle parent is a different dog.
Cockapoos are stocked on our Cockapoo page, but a Cocker Spaniel is not on the Schedule. Our HDB guide already says not to call a Cockapoo HDB-approved. Private home, maybe. HDB flat, no.
We are not pasting all 62 names. HDB’s page and the Schedule outrank any shop sentence, including ours.
Adult size and weight, without the fairy tale
Puppies mislead. A Pembroke can look like a stuffed toy and then fill out into a dense, long-backed adult. Our Corgi page states a full-grown Pembroke at about 10–14 kg: short, and heavier than the legs suggest. We are not adding a shoulder height, because that page does not print one.
The kilogram figure is why “but it is shorter than my friend’s approved dog” fails. HDB did not publish a cutoff for you to squeeze under. The Corgi page is plain that this weight sits outside the approved list, and that a Pembroke is only suitable where private housing rules allow it. An MCST weight cap or lift restriction can still rule a Corgi out. Ask before you pay a deposit.
Shape matters too. Our Corgi notes warn that extra kilos on a long back raise spinal risk, and that sofa-jumping and stair sprints are a bad idea for a puppy. Keep the dog lean.
Exercise in an HDB flat — and why the flat is the wrong test
For an HDB address the breed is already ruled out. Exercise advice does not make a Corgi legal. It still matters for condo and landed owners, and it is why we turn some private-housing enquiries away.
Our Corgi page describes Pembrokes as bright, active herding dogs, not low-energy lap dogs. They need daily walks, training and indoor enrichment. The double coat sheds all year. In Singapore, walks belong in the cooler morning or evening, with water and air-conditioned rest. We do not print a universal minute-count: age and pavement temperature change the outing. A short leg does not mean a token lap will do. Under-exercised dogs invent jobs, usually noisy ones, and midday pavement burns dogs this low to the ground. If nobody can walk the dog, do not buy one.
When a Corgi is a poor HDB fit
It is a poor fit, full stop, when the home is an HDB flat. Not “until it stays under some kilogram line”, and not because a neighbour already has one. The rule is one dog of an approved breed. Keeping a Corgi anyway is the breach HDB warns can draw a fine of up to $4,000, and a miserable outcome if you are later told to rehome the dog.
It is also a poor fit in private housing when the MCST caps weight or restricts the lift, when you wanted a quiet toy dog, when the house is empty all day, or when the plan is an appeal or a move “soon”. We would rather lose the sale.
Better HDB-friendly options we stock
“Better” means more compatible with the rules, not a Corgi in a smaller body. A Pembroke is a herding dog. These are different dogs.
Japanese Spitz. Named on the Schedule. Our Japanese Spitz page puts adults at typically 5–10 kg, with a white double coat that needs brushing, especially in moult. None were listed available on 3 October 2026; ask on WhatsApp rather than assuming the floor has one. The page has long described the breed as suitable for HDB homes because of that size, and the Schedule is what names it. Re-read HDB before you reserve. Humidity makes the coat work, not a prop.
Maltipoo. A Maltese × Poodle cross, with live listings when we checked the Maltipoo page on 3 October 2026. Adults there are about 3–7 kg. The coat is low-shedding and still needs brushing every day or two and a groomer every six to eight weeks. Treat HDB status as conditional on item 62 and on Toy or Miniature Poodle parentage you can actually see. Do not treat the words “HDB-friendly” on a sales page as the Schedule. The page also says hypoallergenic; no coat is a promise for every allergy, so meet the dog if dander is why you are looking.
Cockapoo. We will not pretend the Cockapoo page does not exist. We also will not offer it as the HDB swap. Our HDB guide says not to call a Cockapoo HDB-approved, because the Cocker parent is not listed. Private homes that want a smaller, people-focused cross can ask us. HDB flats should skip it.
Buy from a licensed seller, then licence the dog yourself
A shop licence and housing permission are different. Furgive You SG displays AVS pet shop licence AS24C00019 in-store. The company is Furgive You Pte Ltd, UEN 202407996H, at 278 East Coast Road. Puppies we import are vet-checked, vaccinated for their age and microchipped before in-store collection. We do not deliver. You see the records here and you collect here.
That licence does not replace your dog licence. Every dog in Singapore has to be licensed with AVS. HDB says the same thing. Fees are on the AVS licence fees page, table last updated 1 September 2026. The rows that read clearly: a dog below five months is S$15 for a one-year licence, and for the first three cats and/or dogs a one-year licence is S$15 if sterilised or S$90 if not. Other durations are on that table. Check the live page; sterilisation changes the fee. Our Corgi page’s “from S$15/year” points at the same floor, not a special Corgi rate.
If the home fits — or if it does not
Private housing, an MCST that can live with this build, and a household that will walk and brush: start at Pembroke Welsh Corgi at Furgive You SG. The price guide covers what collection is meant to include.
HDB flat: stop on the Corgi. Look at the Japanese Spitz, which is named on the Schedule, or read the HDB breeds guide and the Maltipoo page with the parent-breed caveat. Leave Cockapoos for private homes.
WhatsApp +65 8767 4515 and tell us the housing type first. We will say if a Corgi is the wrong match. That is the point of checking corgi hdb approved before the puppy photos decide for you.
FAQs
Is a Corgi HDB-approved in Singapore?
No. The Pembroke Welsh Corgi is not on HDB’s approved-breed list or in the Schedule.
Is a Corgi allowed in an HDB flat?
Not under the standard rule. One dog, approved breed, licensed with AVS. A Corgi is not an approved breed. HDB states a fine of up to $4,000 for a breach.
How do I get a Corgi HDB-approved?
You generally cannot. HDB says you need not apply if the dog is already an approved breed. The Rules require prior written permission for a dog that is not an applicable dog. That is not a published route for adding a Pembroke to the list, and it is not a purchase plan we will help you build. Do not buy first.
Cardigan, or Welsh Terrier?
Cardigans are also absent. Welsh Terrier is listed, and it is not a Corgi. We import Pembrokes only where the home can keep them.
Is a condo automatically fine?
No. HDB’s list does not govern it, but the MCST might. Check weight and lift rules. Landed homes still need an AVS dog licence.
Can I see Corgis for sale if the home is private?
Yes. Availability and the waitlist are on the Pembroke Welsh Corgi page. Book a 45-minute play date on WhatsApp +65 8767 4515. If you are in an HDB flat, we will not use that visit to talk you into the wrong dog.
Ready to meet your puppy?
Every Furgive You puppy is ethically imported from Australia, the UK, Ireland or New Zealand — vet-checked, vaccinated and AVS-microchipped before they come home.
